box-sizing: border-box;'><font face="微软雅黑" size="4">1. 微信搜索“e生活plus”小程序，进入“信阳市政府消费券活动”界面；该界面将于消费券发放启动仪式前上线，敬请期待。</font></p><p style='text-indent: 2em; box-sizing: border-box;'><font face="微软雅黑" size="4">2. 在活动开始后，用户进入抢券主界面即可抢券，抢券成功后，可直接到个人微信卡包查询。</font></p><p style='text-indent: 2em; box-sizing: border-box;'><font face="微软雅黑" size="4">3. 商超、家电和汽油消费券领取者在微信卡包查询并确认收到政府发放的消费券后，前往指定商家进行消费，通过微信扫码支付 (需提前绑定工行信用卡/储蓄卡付款) 进行消费券满减核销使用。消费券不可转赠。</font></p><p style='text-indent: 2em; box-sizing: border-box;'><font face="微软雅黑" size="4">4. 使用汽车消费券需前往指定汽车销售公司或4S店消费购车，先付款办理购车手续。在汽车消费券使用有效期内，客户通过活动界面在线提交汽车消费补贴申请，提交申请内容包括消费券编号、姓名、手机号、身份证号、购车发票、车辆购置税完税证明、车辆行驶证、工商银行卡等信息，由工行针对提交的材料进行审核。工行审核上传资料完整性后，以银行转账方式发放至购车人银行卡中，车辆购买以车辆行驶证办理时间为准。</font></p><p style='box-sizing: border-box;'><font face="微软雅黑" size="4"><br style='box-sizing: border-box;'></font></p><p style='text-indent: 2em; box-sizing: border-box;'><font face="微软雅黑" size="4">（一）汽车消费券</font></p><p style='text-indent: 2em; box-sizing: border-box;'><font face="微软雅黑" size="4">发放汽车消费券700万元。其中3000元券667张，5000元券600张，8000元券250张。消费者在活动期间购买7座（含）以下乘用车，可申领使用汽车消费券。购买汽车单台价格3万元(含)以上—10万元以下的可使用3000元消费券，单台价格10万元(含)以上—20万元以下的可使用5000元消费券，购买汽车单台价格20万(含)以上的可使用8000元消费券。</font></p><p style='text-indent: 2em; box-sizing: border-box;'><font face="微软雅黑" size="4">下列情形不在补贴范围：</font></p><p style='text-indent: 2em; box-sizing: border-box;'><font face="微软雅黑" size="4">1. 党政机关、企、事业单位购买的新车。</font></p><p style='text-indent: 2em;
